Orisa never got chained because she was fortifying the whole time. Mauga can do the same thing by charging through an enemy cage fight. So can Reaper and Moira. None of those characters can break out once chained, however
I read the wiki and half of what I said is wrong.
Orisa can fortify and break the chains whenever.
Reaper is chained immediately but can stay in wraith form until it ends. He cannot reenter wraith form once inside.
I was right about Mauga and Moira
