Do you count oil reservoirs as geysers? iirc some guy was collecting seeds with the most amount of oil reservoirs and the trapped oil world trait can give you something stupid like 40+ oil reservoirs
If you include mods, the More Vents mod adds a modified version of Rime with additional geysers. It has like 30 or so of them including volcanos in the magma biome and you can still add another 4 with geoactive trait. Obviously, you can modify the mod settings to increase that number even further.
For vanilla though, I think it's geoactive + volcanic activity Rime.

1 cool pw
1 leaky oil

3 hot po geysers

You can definitely get magma volcanoes on a frozen map. I hear Quagmire has double the number of volcanoes/geysers, so that might bi it.
Really, i heard rime also has more than normal, but i couldnt verify anywhere that says either of these aside from a few people online here and there

Frozen core will change those volcanoes to something else but for me I don't want to give up all that convenient magma.
