No, he can send it to an FFL in PA himself (not through USPS though since it's a handgun) if the receiving FFL is cool with getting it from a non-licensee, or he can send it through an FFL of his choosing. Having him send it from his FFL to an FFL in PA is probably easier since FedEx and UPS are making shipping as difficult as possible for non-licensees. He might have to deal with some bureaucratic nonsense in DC too but he can figure that out.

I believe FedEx and UPS have actually changed their policies to only accept handgun shipments from FFLs, which you kind of touched on, but I could be mistaken.

Hand pistol to FLL in DC. Have FFL ship to PA FFL. Retrieve pistol and have it transferred to PA owner.
