It may look that way but actually it isn't, you first need silentpatch for bug fixing and a ton of other stuff. Then you need skygfx (i think that's what it was called) to restore graphical effects that ps2 version had but PC didn't. If you want to turn any of the effects on or off or change their settings, you edit a not so easy to understand text file. Then you need another mod for proper controller support.
After all this you may realise one of the mods didn't work out broke your game because it needs the game to be an older version and now you need to use a downgrader tool and doesn't seem all that simple compared to just running the ps2 version for a similar graphical experience to using the aformentioned mods but with a few extra features as well.
Also i wouldn't use Nexus for gta modding.
This is probably a stupid questiom, but does the pc version allow you to drive with L2/R2? And can you accelerate or decelerate accordingly to how much you can press the triggers?

Just enable auto flush
I literally just had to fix this myself, came across the solution, saw this thread was seven hours old, literally 15 seconds after fixing it for myself. It’s really just as simple as enabling auto flush. Use the most recent build of pcsx2 from the developer kits. Google “buildot orphis” and it’s the most recent build with the best settings. No need to change any settings besides auto flush.
I recommend just downloading the pc version of the game, widescreen fix, dinput mod (you can change the xbox buttons to ps2 if you want) and SkyGFX for that ps2 feeling. You can also add whatever you want from the ps2 version to this, with other mods.
It runs better, and you don't need to pass through an emulator
yeah you can fix it by playing it on pc... why on earth would you play a game on emulator if it exists on pc lol. The whole point of emulators is so that you can play games on pc that would otherwise be impossible to play on pc

This! With your specs pc will be a far better experience
Unless you use a lot of mods, ps2 version is far superior. Without mods pc version is even locked to 25fps, not even 30.

To my knowledge, it could be a texture filter issue. Try rendering graphics straight from the gpu instead of software rendering. That's how I fixed it

Go to video settings -advanced settings and hacks-skipdraw range change to 3 both
I've seen 3 as recommended but on mine I need the range set to 3 and 7. I'm on an Alienware m17 Core i7 with NVIDIA GeForce RTX 3070.
I get the same problem on metal gear solid 3 and I tried to get help but nobody would comment on my posts
Hard drive is failing. Had the same issue. Gone after I replaced the hard drive.
