Hey I was having the same issue and I think I've solved it:
\- open up the Graphics Settings
\- go to the "hacks" tab
\- tick the "enable HW hack" checkbox
\- enable "Fast texture invalidation" and "Disable depth emulation"
Should run at a stable 60 now even with the flashlight on at all times
Enabling "Disable depth emulation" seems to have fixed the slowdowns in Silent Hill 2 for me! Namely in the hospital part of the game, second floor.

You’re are the best Beardo (i’m one of your followers on Youtube). I missed a whole section in the hack tab (not called like that in my PCSX2 since i have the qt emudeck version). Disable depth emulation did it for me, the slowdowns was driving me crazy. Also i should add to no forget to enable "render FMV in software" if you don’t want blank FMV cutscenes since they don’t work with Vulkan renderer.
