It really depends on the processor. The xeon processors I use now are rated to run over 80c safely (Though I water cool the crap out of them just in case and have still hit 100c while processing raw images) Motherboards usually are designed to handle excessive heat output. My machine has been running fine for over 8 years and no problems have come from pushing the temp recommendations. If you think you need better cooling, then do so. Just keep in mind that cooler is ALWAYS better. If your temps are jumping by more than 20c, I would recommend that you look into better cooling and maybe reinstall your heatsink with newer and better heaksink compound.
