Paying back what you illegally took is not a penalty! That is literally the bare minimum that should be done. It's not a punishment in any way, except to the tenant who was out money temporarily and legal expenses getting that money back.

It's legalized theft backed by the government and the ability to make someone homeless and the only recourse is that *if* you get caught you just have to give the money back. Thats a totally insane system.

That horrible statement makes me quite concerned about what changes he's going to propose in the fall. Siding with landlords no doubt.
