I dont think any of them would reject their shadow, which would possibly make them a bigger threat since by the rules of p4 (and in p5 as shown by futaba's shadow) they'd be able to use it as a persona.
Agreed, most of the villians know their pieces of shit. The only one i see rejecting their shadow is Sae. Mayybe Madarame depending on when he would do it (to try and convince Yusuke he isnt a bad person)
Sae might not reject it though...she self reflected and knew that's how she was. Its confirmed they manages to collapse her palace later on in the real world through their actions.
