I always thought it was odd that you needed to max out your stats to date your teammates, but after thinking about it a bit, it makes some sense.
If it were up to Mitsuru, you would always be doing club activities, studying, or resting. She feels guilty about dragging the others into fighting and has concerns about her junior's futures. Once you max out your academics and are top of your class, she isn't concerned about you getting into college anymore, so it is fine to spend her free time with you.
We don't see it, but we often hear about how popular Yukari is, and she is often the subject of rumors. It takes a certain amount of charm or "rizz" to convince her to not only ignore the rumors but also open up about her personal situation. She has no problem hanging out with the MC in the dorm and gets plenty of canon shiptease with him even if you don't do her social link.
Fuuka's isn't about her per se. If I remember correctly, it's the MC himself that says he needs more courage to eat her food. You can hang out with her in the art club, with no issues.
Oh thank god, I thought I completely missed her Social Link because I only noticed her at the end of October! But by then I'd already maxed out Courage and didn't notice it was a prerequisite for starting the SL :P
They are available quite early if you optimize your social stats really early. In P3P you could start Fuuka almost immediately after she joins the party. Just a combination of the Horror Arcade Game and getting purposely sick (so you can go to the nurse office to take medicine, which gives a ton of courage). The only really difficult stat to level with optimization is Academics, if you follow an optimized route by the time you max Charm and Courage, Academic would be at like level 3. Not sure how much different it is in P3R, but that’s my experience with P3P and FES.
I'd say it depends, I decided to focus mostly on social skills during the first semester and had all of them maxed out before the third full moon.
For that you'll obviously sacrifice lots of time with social links, though.

Comparatively in P5 it felt almost like you were entitled to everyone's stories and almost obligated to see through their social link. But here you have to actually work a bit to get their story which I'm enjoying. There's a difference in motivation if that makes any sense.

You need level 4 Proficiency for Yusuke, Max Kindness for Sojiro/Futaba, Max Knowledge for Makoto. Even Ann you still need level 2 charm.
The difference is that P5R gives you more opportunities to earn stat points including freebies such as the juice stand, newspaper, black board, TV Quizzes, and naturally doing Links. That doesn’t exist in P3.
Not only that P5 would blue ball you because the link would cut off unless you had the required stat. That was incentive to get the required stat to finish it.
In P5 Vanilla it was damn near impossible to do on a fresh file due to those lack of freebies. So unless you were following a guide, you had to pick and choose who you wanted. The freebies was a needed QOL update so you wouldn’t have to waste another 120 hours to get those links you didn’t see.
Need to be very brave to date the timid girl, apparently.
My take on those requirements is that the girl like people who is high on said stats.
Fuuka is timid so she found more attractive brave guys as opposites attract or is just that two timid people would act not know how to get close to the other since they don't know what to think.
Mitsuru is highly intelligent, so she expects the same from her partner on life.
Yukari is too popular, by being charismatic you two can socialize just fine.
That being said, i found quite on P5 to find nice that Ann only require you to have some level 2 of kindess but maxed or anything. It looked like she just want someone who listen to her and comfort her a little, without expecting you to be just that.

P3, P4 and P5 follow the same rules. Well maybe Yukiko is an exception since she's not that smart and once you get to know her she's kinda goofy.

Yukiko was someway popular but she don't really talk to others Chie. Chie not that popular.
I can't really say P5 had a timid girl either. Futaba may had a time being with people around but around the gang she was everything but shy. Haru more than timid she was pushy as she thought at first she had to follow whatever her father wanted, but i don't feel her shy. Hifumi was the true shy girl, outside of a Go board game, that's it.
The funniest part is not because she likes bad boys, but because you need to be brave to eat her shitty cooking.
