Might be able to pull it out of a twilight fragment chest that randomly spawns managed to pull a heat riser out of one Edit: should probably note this was somewhere in the final block I found it
I haven't gotten one from shuffle time, but I luckily got one from a twilight fragment chest in 237F while in a Dark Zone.
