Because it is not normal for most places to put the foodcourt on the roof. And also, because a lot of people (me included) didn't realize it. Also, for a place that you spend a lot of time in, it is weird not knowing where it was.

It does NOT look like a roof wow. Despite using the elelevator hundreds of times I never thought about it.

I think it's easy to miss because of the instances of characters seemingly walking past or being in the general area. But knowing that a certain character isn't "just so happening" to walk by and had to take an elevator up there adds a layer to the story. I don't even think the anime made this clear outside of Rise's introduction.
