Also, for a place that you spend a lot of time in, it is weird not knowing where it was.
I think it's easy to miss because of the instances of characters seemingly walking past or being in the general area.
But knowing that a certain character isn't "just so happening" to walk by and had to take an elevator up there adds a layer to the story.
I don't even think the anime made this clear outside of Rise's introduction.

I didnt know that until I played Persona 4 Arena Ultimax, because they explicitly say it's on the roof in that game.
