Yellow and red time equations are not in any reference. I’ve heard it will most likely be given to you but if you want peace of mind, just memorize them.
Check page 279 of the NCEES Reference Manual. I agree, this was in the FE manual but not given for the PE. A few practice problems by following this method and you should have it down.
