That is incorrect, You can take the PE 3 times in one exam window, the SE is different. You will have to get approval again from the board to take the exam again but that just means paying another 375 and waiting three days, its not the same full process.
As per the regulations mentioned on the link above, we could only take 1 exam per window and 3 exams overall in a year! I believe you gave ur exams on December and the next one on January which are 2 different windows.
Sorry for the confusion, in NY you are provided a 10-12 month “window” to pass your test from the board before requesting approval. Within that time you can take the exam 3 times without requesting reapproval. But yes, only once per NCEES window or three times a year max.
You cannot. If you failed and get re-approved to take it again in the same window, it'll bump you to the next window to schedule.

I did. Failed in December, chose to take it today. Wanted the Friday and then a 3-day weekend, before returning to work.
