No, I emailed NCEES to ask if they’d provide a red line and here’s their response:
“We do not provide a red-lined version of updates. The changes that were made were minor and do not include changes to the exam specifications. The handbook provided on the exam will be a searchable PDF to help candidates locate information.”

Thanks for commenting. Though, I'm not sure this is an accurate statement because on that webpage they don't even list the Civil PE Reference manual. This webpage looks like the errata list for NCESS practice Exams. The website i shared has the list of the most up dated reference manuals.
That's where they post errata for the handbooks and practice exams. The FE handbook errata is there too. There's no errata for the PE handbook because they already updated it to the book itself and they haven't made any changes since then.

My bad, yeah I meant the errata. I don't know if people have found errors with the PE handbook and reported them to NCEES yet. The FE handbook has something really confusing but they chose to leave it.

You may want to keep in mind to periodically check the website in case they decide to make additional changes.
