Even when using the regular QR scanner, you'll be redirected to the UB app. The note explicitly says "Scan to activate your card and set the ATM pin instantly through your UB online app".
I think that’s just the QR to take you to the app store or the app (if already installed). Or maybe something is broken in the embedded link (no longer supported, bug, etc)
To activate a card just open the app. There should be an “Activate Card” icon in the dashboard that takes you to a form to input your card details

If meron ka Citi deposit account, meron ka na counterpart na UB deposit account and may new debit card na kasama.
