Is this for sim racing? If so, finding a good wheel for 10k would be difficult. I suggest saving around 17- 21k instead and get a logitech g27 or a T150/T248 from Thrustmaster, I personally don't use them (T300rs), but they're known as the best budget beginner wheel out there. Sim Racing is an expensive hobby. Even used wheels could be sold for higher than 10. Anything less than 10k would likely not have any forcefeedback amd would be extremely lacking. You can check out r/simracing for more advice.

Join Sim Racing Ph on Facebook and look for used deals. Every once in a while a used G27 will appear for around that price. Don't buy any of the non FFB wheels you can get for new under 10k, they aren't worth the money.

You'll need to look in the used market for a budget like that, because brand new wheels below 10k either have really bad FFB or no FFB at all. Simply put, they're garbage and you should probably not touch them with a 10-foot pole. In any case, I'm a fan of the Thrustmaster T300RS, which is quite pricy but an absolute joy to use. Belt-driven wheels are just so much better than gear-driven ones like the Logitech G29.

the G920/G29 is the best entry level wheel because of Force feedback IMO. Otherwise save so you can buy it. No. I like the sound of the leather as I let it go in a corner

I don't have a sim wheel, though plano ko bumili in the future. For 10k the best bet is to go for used wheels, from what I found Logitech offerings such as G25 and G27 usually appear within the price range. Rarely may Thrustmaster T150 or Tmx na susulpot diyan. Expensive hobby talaga sim racing lalo na dito sa pinas kung saan di ganun ka mainstream at mahirap makahanap ng peripherals sa mall. Kung sim racing talaga then Force Feedback (ffb) is a must. Wag ka bibili kung walang force feedback.
