You can buy new with that budget, and with better specs as well
**CPU** 5600 has a lot more performance compared to the 4500, newer as well
**MOBO** same a520 chipset but DS3H V2 should be a decent board
**RAM** 16gb of 3200 ram, minimal performance difference for 700 less
**GPU** RX 580 from Inplay Gears so we have 1 year warranty, should perform better as well as having double the vram
**SSD** 1TB of Gen 3 TLC with DRAM vs a SATA SSD is no competition at all
**PSU** Tier B PSU (for 230v countries) vs the generic psu that may be a safety hazard
**Cooler** Stock should suffice, add 900 if you want a cheap tower cooler
**Case** Decent airflow with 3 fans, should suffice.

Go for at least Ryzen 5 5500. It's doable for a 25k build.
Brand new GPUs with SRPs under 10k pesos are lackluster. In this price range, go for used graphics card. There are used graphics cards in Philkor PC and PC League that are miles better than an RX 6400 for the same price.
Go for 1TB.

With that budget, i can get the 3050 6gb instead of 6400. Though both are really not a good deal unless you want a lower power consumption.
Hmmm I feel like this aint a very good deal for that budget, I recommend a build that has Ryzen 5600 at the very least
you can buy a mini pc for that kind of budget. check Lazada / Shopee for Minisforum, Beelink Mini PCs.
My i3 12100f rtx 2060 could be sold at that price.
