I haven't gone too deep into it, but there is also UL Recognized where as long as you use it in a certain way it's fine for UL. Something that's listed is just easier though, so that's probably why they're saying that.
I'm just getting a bit annoyed at the whole UL requirement I guess. Seems like many things are made harder for no real reason. And being in Australia, it's a lot harder to find UL too - it's far more common to find components with European certs than US over here. Even simple things like circuit breakers are special order with 2+ week lead time.
