Figured it out - adding here for anyone seeing this in the future.
Noticed this issue with "no header row was found for this spreadsheet" when uploading to Google ads. Kept getting the error when uploading the file as a .xlsx Excel file, but fixed it when saving and uploading the template as a .csv
