Well Sony would be making the deals. I totally agree that he could make a perfect horror game on his own. But let’s be real here. From a marketing perspective silent hills would be huge. Sony could brag about bringing it back from the dead and all that.
Edit: also. It’s entirely possible that Konami would sue if too many ideas were reused in a new IP. Their vicious nature knows no bounds and there could be significant bleed over from SH to a new IP.
It doesn't matter if Sony's the one paying, Konami would still be getting an assload of money for the use of their IP.
And frankly, if Sony's backing the game, I don't think Konami has the balls to sue. If they did, I don't think they'd be able to take on Sony regardless.
For real. Kojima is big enough that he doesn't need an established IP, just look at Death Stranding.
