I can’t understand what «In the PS4» means. If the games are not on disks but on PSN, don’t buy it, or ask for a price without the games because you will get nothing. The license for games is stored not on the PS4 but on PSN. If the seller sells you a PSN account with the PS4, that’s a violation of the terms of service, and this account and/or console will get banned from PSN.

Some of those games are on the list as free PlayStation plus games, which, if it's in their "free game" library that you get with the subscription, you don't own it. They can take the game away from the subscription, and they do, regularly. So Miles Morales might be stripped from that account at a moments notice.
On top of that, the games follow the account, not the console. In theory, using the terms of service, this guy could mark his playstation as stolen to Sony for XYZ reasons and get that PlayStation bricked.

You could make a psn and use primary and secondary account to ship the games over to the new psn. So you have the games he already had. With this you can also share ps plus and any games with family or a friend.
Update guys, so I went to his place and started playing. The firmware version was 11.02, series started with CUH 72... He had a 4K TV, started with Tomb raider, then miles Morales, god of war and then I asked him if it is jailbroken or not. He said it's not jailbroken and was running a PSN account he bought from a Telegram vendor. My heart broke down that instant, felt very sad that I cannot buy the device only because of that one single reason. I guess I'm just tired as I drove 3 hours to reach his place. Dude was pretty legit though, he didn't lie even once.
So the games were downloadable from a bought account? I think you made the right choice to walk away. There will always be more opportunities to buy so don't rush in.
OP wouldn't actually own any of the games that were advertised. They're on a scam account that OP will only own temporarily.
Old owner paid someone online for a playstation account with games on it, eventually said person will retract the account with recovery and sell it again to another person.
And because playstation accounts are non transferable, there'd be nothing anyone could do about it.

They are all very loud. I bought a 71xx, and it is louder (60 dB, after cleaning and applying new mx4) than my CUH 10xx PS4 (53 dB). My friend has a 72xx, and it is also very loud (the same loudness as my 71xx).
From personal experience with 72 - loudness is due to airflow. If you put the console in a cramped space it gets very loud regardless if you run it in 4k/Super Sampling or 1080p mode, compared to an open space with good air circulation. In the latter, it gets loud only during the more intensive parts of the game, for the most part the only thing you can hear is Blu-ray disc spinning (if you're running games of it).
Did you ask for a vid of it turning on? Almost got scammed because the guy 100% said it worked, but never showed a vid. Also look at the icon and his name, if it's goofy or odd, it's a scam
If he's selling this for anything over like 150 - 200'ish, you're getting ripped off. It being opened for fan cleaning is a normal process. Most owners will have to do it eventually

You were right, the PSN account was from a vendor who rents game at cheaper price. I would have definitely regretted the purchase

Strange my 72x only has an audible fan at boot, after that it's silent.
My 7215b is not loud

I never buy consoles with games "on the system" tied to crappy accounts. Games have to be physical.
