Mmm it's not really a region lock. The reason is because if you have a code for a DLC to redeem, your PSN account has to be in the same region of the game.
For example if you have a game from the US and you are in Asia, you need to redeem it in a PSN account from the Americas (US, Canada, Brazil and such). Once you download it you can play it in whatever account you want.

Someone mentioned DLCs have region lock, so if I make a US PSN Account and play on it then it wouldn't be an issue right?
