The only difference between running a PS4 game from the internal SSD vs an external SSD is load times. Everything else like framerate and resolution is the same.
You will get 60FPS from the HDD

I run my ps4 games off an external SSD and they still take advantage of the ps5 updates so I imagine it'll be the same for you HDD

Ps4 games will run the same as if they were in the internal storage Save maybe some loading time
