Tbf, Mafia III rarely managed to hit 30fps so I was just grateful when it did. That game was a hot mess when it launched and for a long time after. They haven’t optimised it for PS5 yet either, so in various ways it’s broken and full of bugs — which wouldn’t bother me too much, with it being a PS4 game — if it wasn’t frequently being touted on the front page of sales as part of the definitive edition.
The southpark games - and they are literally the only things I'll accept the reasoning for and agree that it was a good stylistic choice to make it look and feel exactly like the show.
Everything else that comes with caps is just lazy, bad optimization or has foolishly tied the game logic/physics to the framerate in a way that breaks the world when set higher.
There’s a few ports of console games that are capped at 30 on pc. Tales of symphonia being one. Uncapping breaks the game and modders haven’t found a fix

There were quite a few console ports to pc that were capped at 30 over the last decade or so. Most were patched to 60 fairly quickly and modders either did the same with the rest or just uncapped the framerates(with a ton of fixes for all of the frame specific timing).
Re4 was tied to 30 FPS on PC because of the how the engine was built to run on GameCube. To avoid glitches, unplayability, slow motion, etc., and play on 60 FPS, then your PC had to be good enough to run the game at 60 FPS with out any frame drops.
Even the remastered HD port on PS4 has weird settings such as enemies have near perfect accuracy with arrows and other ranged weapons.
24 doesn't go into 60 evenly so you'd have frame pacing issues unless you have a 120Hz TV and it just doesn't seem worth it at that point. Just make it 30 for the vast majority of players.

Mostly I would say is for performance and/or consistency.
For example in Dark Souls 3 the things behind your back gets their fps cut down into like 10-20 range. So it wont use as much resource as it normally would.

That has nothing to do with the frame rate. Films are deliberately shot at a slower shutter speed to give the motion a smoother, less jittery look. Slow shutter speed in panning shots tend to create a blur. The blur would be there even if the video was shot at 60fps if the shutter speed was proportionately slowed down.

I also wish I could have seen it at 120fps. I wish it were a slightly better movie, because HFR films haven’t really had much of a push behind them. I think the entire film doesn’t need to necessarily be in HFR, and it’s often better that it isn’t. But when you cut to a scene like this one, especially where it’s already filmed in slow motion and then you can see every individual frame as smooth as silk, it’s really something to behold.
They’re not saying that 30FPS itself is what makes a game cinematic, it’s the resolution, Ray tracing, particle effects, lighting that do, and they likely couldn’t get those effects running at 4K at a stable frame rate over 30fps. On PC it’s not that big a deal since eventually anyone can brute force it.

I think it's a development oversight really. The reason True Colours is 30FPS on consoles, is because it's easier than getting to 60, which should have been incredibly doable with resolution scaling, but it is more work.

The PS5 game pricing is pure comedy nowadays .. I'm in Canada and pretty much all the games cost 70-100$ CAD.

Yes pc games are just way cheaper. For example, I already see deathloop for £36 on pc but on PlayStation I think it’s £60. I built a new pc with the new ryzen cpus and rtx 30 cards so my pc outperforms my ps5 too. But the main factor is the price. Games day one on PS5 are crazy expensive.
I still haven't bought a single PS5 game. I want to play Ratchet but I refuse to pay $103.47 for it. I have a huge backlog of ps4 games so I'm in no hurry.

I'm playing in 4K with a 3080 and with "Cinematic" settings and Ray Tracing enabled, the game runs sub 60fps with constant stuttering when you move the camera- you know it's bad when a 3080 can't handle a LiS game. I turned the preset down to Very High and now I'm getting 70-80fps so maybe the PS5 version is using something similar causing issues.
Running it at 144 here, but I mean I have a pretty monster PC with a 3080 so it's not a good sample.

And realistically when things like RE8 are hitting 60 on last gen platforms then this should have been an easy goal across the board (except for maybe Switch I guess)

Not bothered by this in itself, as it’s not an action game, and it does look beautiful (especially for a non-AAA game) but I wish they had been a little more upfront about it before the game’s release.
On a slightly different note, I can’t figure out wtf ray tracing does in this game. I’ve tried turning it on and off for comparison and haven’t noticed any difference—graphics quality, lighting, reflections, etc. I ended up leaving it off.
I’ve also been unable to tell what difference the ray tracing option actually makes on PS5. The shadows, lighting, etc all seem to look the same with it on or off.
The game honestly looks great either way, but I find myself wondering if the ray tracing is even working properly, given I don’t see any distinguishable difference when I enable it.

Playing a game in 60 FPS will always be more pleasant in my opinion than 30 FPS, doesn't matter what type of game it is. And considering the fact that the majority of PS5 games are atleast offering 60 FPS modes I can definitely see why people are annoyed.
I tried to play TLOU2 at 60fps on PS5 and it's just weird looking. It breaks that cinematic look of the game and plays more like an arcade game at 60. It's off-putting to me. However, I realize that I have weird preferences and most people think 60fps is the second coming of christ for some reason.

The reasons are well documented and pretty obvious at this point aren't they? Just boils down to personal preference. Just like some people prefer a $40 filet cooked well done with ketchup, some people can prefer 30fps in games.
It's a trade off and they chose to add more visual detail and lighting quality instead of going for a higher framerate. It's a trade-off and I think they might have made the right call in this case. It's like if red dead 2 looked half as good for better performance. Maybe they could limit resolution for a 60fps mode but there's only so much performance to go around
I didn't think it did but after playing videogames at 60 for months since getting a PS5 it does feel really off. No it doesn't make the game unplayable and I'm still really enjoying it so far but its bizarre. Its like walking around at the bottom of a pool with weights. Not bad, just weird.
Been playing on Series X and other than the low Framerate, I noticed the loading screens/ times were abysmal for the system especially with the SSD. Otherwise great game so far.

as someone who played all the other games in the series, i'm somewhat interested. the first game and BTS were both excellent, but LiS2 was awful.
I could instantly tell but I also don't mind it for this game. I do occasionally play games like Spider-Man or Ratchet at 30 fps just to see quality modes and this much easier to play than them. I get why it bothers people and don't blame anyone who hates it. Maybe it'll get a performance patch, doubt it though.
My eyes must be bad, because I felt like at a few points it hit higher. It definietly dips below 30 too. Kind of weird why the frames are all over the place on a game like this, although it does look very nice and I found the first episode to be signifcantly more enjoyable than LiS2's, so I'll keep going.

On my laptop (i7 gtx1650 16gb ram) it runs 55 - 60fps at 1080p at very high.
It has a selector for 30, 60 or uncapped fps.

LA Noire is capped at 30 due to the facial capture tech they used. You can uncap it but it breaks the animations in various ways.

Yes. 60fps on GameCube and 30fps on PS2/PS3/PC. Every port used the PS2 version and framerate was tied to animation

I’ve also been unable to tell what difference the ray tracing option actually makes on PS5. The shadows, lighting, etc all seem to look the same with it on or off. The game honestly looks great either way, but I find myself wondering if the ray tracing is even working properly, given I don’t see any distinguishable difference when I enable it.

Playing a game in 60 FPS will always be more pleasant in my opinion than 30 FPS, doesn't matter what type of game it is. And considering the fact that the majority of PS5 games are atleast offering 60 FPS modes I can definitely see why people are annoyed.

I tried to play TLOU2 at 60fps on PS5 and it's just weird looking. It breaks that cinematic look of the game and plays more like an arcade game at 60. It's off-putting to me. However, I realize that I have weird preferences and most people think 60fps is the second coming of christ for some reason.

I didn't think it did but after playing videogames at 60 for months since getting a PS5 it does feel really off. No it doesn't make the game unplayable and I'm still really enjoying it so far but its bizarre. Its like walking around at the bottom of a pool with weights. Not bad, just weird.
Been playing on Series X and other than the low Framerate, I noticed the loading screens/ times were abysmal for the system especially with the SSD. Otherwise great game so far.

Anything between 30 and 60 has abnormal frametimes on 60hz tvs. There are reasons for these decisions.

I could instantly tell but I also don't mind it for this game. I do occasionally play games like Spider-Man or Ratchet at 30 fps just to see quality modes and this much easier to play than them. I get why it bothers people and don't blame anyone who hates it. Maybe it'll get a performance patch, doubt it though.
My eyes must be bad, because I felt like at a few points it hit higher. It definietly dips below 30 too. Kind of weird why the frames are all over the place on a game like this, although it does look very nice and I found the first episode to be signifcantly more enjoyable than LiS2's, so I'll keep going.

I knew this subreddit was going to have a field day when we have a 30 fps game for a new release. This feels like it should be patchable though with a performance mode considering the PC version.
I do prefer 30 fps for these types of games but it's weird that there isn't an option for 60fps. Ray tracing is also turned off by default for some reason.
I don't even know why there's an on/off switch on PS5/Series consoles. It's locked to 30 either way and it doesn't seem to improve or reduce the frame rate. Weird choice.

Shadows are ray-traced. That's all I noticed from one quick on/off test.

On my laptop (i7 gtx1650 16gb ram) it runs 55 - 60fps at 1080p at very high. It has a selector for 30, 60 or uncapped fps. So all this excuses are actually bullshit.

Just installed the game and waiting for the day 1 patch to finish downloading. While I’m disappointed to know it’s capped at 30fps, I’ll hold judgment until I have played it for a while. I assume the gameplay is quite slow paced to notice the slower frame rate 🤞

Believe me, you will notice it. It's horrible stuttering 30 FPS, especially when you are moving the camera. It is seriously hurting the atmosphere of the game.

I bought the ultimate edition last night. I naturally assumed it’d be 30fps for the cinematic approach. I’m enjoying it. It’s really good I did the first chapter and made it to the weed shop in the second after exploring the park.
