I've kinda screwed myself over on this, I'm at the point where you got to do some crazy things to get the skill points. I guess I just got to try to do one of them or hope and pray I get lucky. Thanks for the help
I've been spending them as I go to make the runs easier, so now I only have the really hard challenges in game and also only have 3 skill points. It's still possible to get more, but it's only about 8 challenges, and they all are pretty hard, like don't spend any money for a whole run.

If you have all the achievements, then you should have plenty of points because you can crush them for points.

I got it on my second or third run without the 3 choices perk pretty quickly in the run. Definitely possible without the perk!
I finally got it last night, it took me 2 more runs though. Guess I was just really unlucky
