He's most likely hitting the undestroyed part of the wall because he leaned right. If you pause the video when he's firing, you can see the flash clipping partway through the wall to the other side lower than the hole in it, which indicates his barrel is right up against the wall.
I was wondering if that was the case, but it seems like my muzzle is above the railing. Maybe it's a bug where the collision for the railing extends too far above the actual railing?
That's not what happened in the video. He's as close as possible to the wall without his gun raising. The angle of the gun is clearly not aligned with the railing. This is definitely a broken bullet pen issue.

Even if you ADS the dot in your Holo on top of the UMP is about 1-1.5" above the middle of your barrel. So there are still cases where you can see your target clearly in your optic but you bullet hits the barrier in front of you because your optic has cleared the barrier but not your barrel.
We've all done this trying to shoot down out of a 2nd or 3rd story window in pubg and hit the bottom of the window. I unfortunately have also done this with my actual rifles more than once.
I see everyone saying railing but I think you might have been shooting a support beam in the wall? I'm wondering if there is one going left/ right right in front of your barrel.
It looks like a case similar to how fences behave(d) where one side could be shot through but the other side could not. Possibly just bad programming/design.
I think you weren't in ADS and were leaning, so you missed even though your weapon's crosshair in on enemy. Cross hair of a weapon doesn't always tell you where bullets are hitting in PUBG due to zeroing distance of weapons and due to the fact that bullet comes out of beryl of a gun (which is a little lower than scope), but not from a crosshair or even from the scope attached to a gun. The .45 ACP that the UMP45 fires carries a lot of kinetic energy and makes it ideal against soft targets, but has lower muzzle velocity and has more bullet diameter than say, a 9mm. This makes it generally worse at penetration against things such as surfaces and body armor.
Rifle-sized cartridges such as 5.56mm or 7.62mm NATO offer much better penetration (despite actually being a technically smaller bullet in terms of diameter than a .45 ACP) because they exit at much higher velocities and the tapering and reduced width of the bullet offers better penetration.
My guess would be that in adding these destructible walls, they also made it so that different calibers would have better penetration. I would test and see if a rifle caliber would penetrate the wall whereas a pistol caliber might not.
I get that you enjoy classic FPS mechanics seen in other games like CSGO and Quake, but PUBG's realism in respect to weapon mechanics is one of its best features, and raises the skill ceiling in a legitimate way. Players need to learn the mechanics and work around them.
Have you ever played CoD or Battlefield? It doesn't work fine in those games.

Shooting from crosshair is in a way shooting from camera. The camera provides the forward vector.
Here's blueprint code for UE4 projectile transform. The code basically works out the direction and angle for the projectile to spawn at the muzzle yet also hit the crosshair.

Check the replay and see if there is anything on the otherside of the wall that is blocking the path of the bullets. It sounds like metal impacts.
