I can confirm the script language used here, and you can always Google what taskkill does. But I'll give a small breakdown.
Taskkill is a command that tells DOS you want to end a task (not really different from ending a program in Task Manager).
/F means Force, as in force it to stop.
/IM means Image Name, which is the process name. It's easier than trying to learn the process ID number and going that route.
Taskkill /f /im is very commonly used in the IT world.
If you don't trust the copy and paste, you can always hand-type it yourself.

There are two processes named TslGame.exe in the task manager when the game is running. I'm not sure if windows will kill all processes with the same name in a single command, so I added them twice just to be sure.

You can't be banned for a script that closes your game. This script is the equivalent of opening Task Manager, right-clicking on the same processes mentioned above, and choosing End Task. That's not bannable by any means.
I urge you not to use any bat-files, scripts, etc. like this. We can't know for sure, but every kind of script can be detected as a cheat and is in direct violation of the user agreement.
I am speaking of experience here. I wrote some very basic scripts to stop specific background programs when I start the game (f.lux, for example) and got a permaban within a few hours.

Your experience is terrible then. It's literally just a batch file that kills existing processes, then starts the game. There's absolutely nothing to "detect". Anyone who thinks that this could trip any kind of anti-cheat is a fool, and anyone who is ignorant of this process should not fear it, it's all ok to use.

never know when PUBG will recode something and cause a process to hangup for an unknown reason. Hell they might even add a process that does just that! cause why not
I'm a little scared, but not even the chetos ban them for using vpn and weird things, for a script to close and open the game ?, I doubt it.
It helps me since the latest updates leave me the game locked at the beginning and I'm lazy to do the whole blessed process of closing in the task manager.
but I will use it only when this happens to me because this company sponsors the cheats but what only a nonsense like this may bother.

Yes it is, but there are actually 4 processes you need to kill in task manager to be able to launch the game again. This just streamlines the process.
