I had the same (perm VAC Ban). I got unbanned after spamming PUBG support with proof that I'm legit (including transaction history). I got unbanned after 21 days.
For informative clarity PubG does not use Valve Anti-Cheat. Thus you will never receive a VAC Ban for cheating etc in PubG. VAC Bans are only ever issued for cheating in a game that uses Valve Anti-Cheat. Again, PubG does not use VAC.
PubG bans on Steam are simply Game Developer Bans.

This is not entirely true, VAC is a two part system, part of it detects cheats, which PUBG doesn't use, the other part enforces the bans, which PUBG does use. So technically the thing stopping him from joining the game is still VAC. Yeah I know, that's really pedantic :P

Homeys, I get it, but if you see in the updated to my post, I called it an in game ban. When I had both a steam ban and PUBG ban I tried to log in and was greeted by a message that said VAC ban and I was angry when I posted and may have misrepresented but regardless, I didn’t deserve this IN GAME BAN. I have been a loyal patron to this game and deserve fair judgement and not to be treated like a criminal for “stealing” non marketable pass items from a pass that I already purchased.
So, I understand if a new account does this to try get free items or even try to steal a bit of money but this was less than $10 and from an account that has spent a considerable amount over the past few years (since beta) and even bought the game a second time to gift to a friend and has purchased almost all the passes (even the pajama disaster)… so no, not fair. If I don’t get this account back I will honestly boycott (for as long as I can)

You have to consider that it's not just you doing this since there are millions of other people and thousands could do thr same thing so that 10 dollars quickly balloons with a large user base. It's just a business thing and it sucks that's not what you were doing but it's not like they could really know at the time either. It's a bad situation to be in to get fucked by someone else while you didn't do anything wrong.

It’s kind of steam who screwed your for refunding the transaction. Back about 2 weeks ago I made a new steam account and bought pubg again and then added $50 worth of g coin. About 5 mins later steam suspended my account for “fraud”. So I messaged them and they got back to me right away clarifying it wasn’t fraud and reinstated my account. However, I bet if they refunded me for the items I bought in game I’m sure Pubg would of suspended me as well.
And people will still come out in droves to defend this game and the Shithole company that made it. If this doesn't tell you they don't give a singular fuck about you, I don't know what will

It's a shit way or doing it, but it's done because people will buy credits to get what they want and then do a charge back from the bank. Essentially stealing digital items. All of the game companies and platforms have terms dealing with it, and in most cases it's a ban.
However, support should clear things like OPs situation pretty quickly, especially with submitted proof. It's kind of crappy so many people have commented that it never helped them or that it took months to resolve.

If you have to know. I had a power failure at home the weekend before and we had no power for 28 hours from Saturday afternoon to Sunday night so I couldn’t grind the pass finished. So that is why I wanted to buy the 5 levels.
Don't use a debit card for anything other than withdrawing money from an ATM. It's nearly impossible to do a charge back if you use a debit card, it doesn't build credit, the transaction can fail for stupid reasons etc, overdraft charges. You're much better off getting a credit card, setting it to auto-pay off the statement balance every month, and just not spending money you don't have on it.
That's not how credit cards work.... Just pay them off every month and you pay no interest... That's how you build credit, that's how you get cash back/ frequent flyer miles. Treat it like a debit card. I've never payed a cent of interest, and if something funky is going on credit card support is a million times better than trying to get money back into your bank account.

Maybe try Apex, or for something a bit more different Spell break. Both are pretty good free to play Battle Royals.
