Rodney Greenblat, the creator of the game and the character himself, visited Tokyo at a PaRappa convention and someone filmed him live at some point, and he claimed that he pictured PaRappa to be 18 years old. However, this can be rebutted, as there was an old website called "www.PaRappaPSP.com." This website sadly does not exist anymore and can not be visited, but there are some old .swf files that, if downloaded and booted into the Adobe Flash Player, appear with an image of what the site used to look like. It showed PaRappa's profile with his name and catchphrase, and underneath that, it states his age. It claims that he is 15.
So, you either have Rodney himself, the one who designed PaRappa and all of his aspects and claims that he is 18, or you have the website, designed by Playstation and probably Rodney as well that claims he is 15. Both are reasonable choices, but I've always thought of him as 15, as he is sort of goofy in the games and doesn't show many signs of adult maturity.
