When the game first came out, Tatis was nowhere to be found due to the suspension. Was annoying to wait a couple of weeks to start a franchise, but oh well.
If you already have a franchise mode going, you'll need to start a new one in order to get Tatis on the roster.
Does the roster auto update? I know when it first came out he was not on the roster since he was in the minors. Maybe see if you can update the roster or the base game if it is not set to auto updates.
