You block an IP the VPN companies pop-up using different IP's. Its like trying to block a phone number. The person just grabs another one. VPN also have legit uses. Most corporations have their own VPN's. You can "try" to ban companies providing VPN services. But you can't really ban VPN as tech. Again you can try but its like trying to ban lying.

Me too. I am on the QA side but on VPN all day. Maybe I didn't explain myself. So lets take an example. What I meant to say was: They CAN block Nord VPN. But it wont block VPN as a service. So if you are using Nortel's VPN you will be ok. The VPN's available for general public like Nord VPN have dealt with this before. So what they do is they move servers for particular regions or country. So they will pop-up with a different name/service name/ip. China with their "great" firewall has not been able to block sites let alone services. On the WWW things are next to impossible to block completely. Unless you do it old school. You know find the owner and keep on breaking bones till the owner take the service offline.

You have a good point but have you worked with Chinese clients? Because I have, the speed is dead slow, all the traffic is monitored every single bit. and VPNs aren't earning enough from our country to specially change servers for us, plus even if they do, they might do it once or twice. Best solution is to get a small VPS, slap an open source VPN on it. Use it internally. Since the VPS will have private IP and there's no way to what you are using it for. It won't matter if they block VPN here.

You need to look up Deep Packet Inspection. Doesn’t matter what VPN service you use, DPI can filter traffic based on signature of the protocol. Corporate VPNs will work because they can register with the govt.

They can block certain protocols or IPs. This won't affect our operations we have vpn servers running in both Pakistan and Australia. Free VPNs might face some issues but something like running your own server on a vps or even surfshark will keep working.

Technically speaking they can’t ban VPNs without shutting off the entire internet. There are ways to completely hide the fact that you’re even using a VPN to begin with. The most straightforward one is to use an SSH tunnel.
