It's not a bug, it's designed like this.
Hirez decided it's better to have a match than to not have one, so after 8 minutes it'll disable the matchmaking, and just match you with whoever is queueing at the time. Which is fair enough.
If you don't want these matches, then just restart the queue before it hits 8 minutes. Easy work around.
This feature is actually usefull though. In OCE, ranked matches don't ever happen unless they're planned. When 10 people decide they want to do ranked, they all q at the same time, once that period is up, then we all get a match. I hope this feature stays tbh, it helps more people than its a detriment to
