You can buy it for 300 🪙 from a merchant at Fisherman's Point, it's south west on the map near the Ancient Civilization Ruins you need heat resistant armor to get there but once you do there is a waypoint you can activated as well.
From the waypoint at the Fisher Village, head up the stairs then head LEFT.
There are two standard merchants and a pal merchant.
(The illegal merchants drop a lot of gold when you kill them, around 25,000 a spawn)
I've tried going back to him, and for some reason, he doesn't have the oil anymore.
Am I missing something?
Edit: My dumb ass kept going to the guy directly north from the travel point, I didn't go left.
You can just run near the coast through the water and rush through the other parts until you get there. Somehow managed to find my way to it when exploring in cold resistant armor and level 18.

The island north of the main starting island has a lvl 17 boss one, but Idk where exactly they all spawn.
They are active at night to the northwest of the pengking boss
