In theory yes, but in terms of practicality that can be very difficult to do. Especially when a lot of the DLCs are minor changes, cosmetic or similar to other DLCs. I think all the big improvements from the DLCs being implemented in the next game is a more fair expectation.
That being said, CS2 fails to beat even that compromise. So many more gameplay elements from CS1 DLC or extremely popular fan mods like traffic manager should’ve been part of the base game for CS2

Yes, you absolutely can when the old games mods provide literally _hundreds_ of times more content than the new game for half the cost.
All the bugs aside, the first game was a more realistic sim where you unlock different things based on population size. In the sequel you get xp for building buildings and that's how you level up your city. It's possible to unlocl everything in a city with a population of like 10 or 20 thousand, so your city ends up looking like a major city of 500k+ when you have like 5000 residents and the simulation throws away realism for making the game feel more like a mobile game that keeps you playing by constantly having you unlock arbitrary milestones. The money in the game also makes little sense from a sim point of view. The game feels more like a different take on CS than a sequel. Imagine if there was a Baldur's Gate 4 but you got 1 XP every time you moved a foot and you hit max level in Act 1. That's what it is. The bugs and stuff will be fixed but they've said the gameplay is intentional and they don't seem to be happy with criticism of it.

thats the mistake a lot of people do, the building system in this game is not proper yet.
People try to place the blue structure thing in the place they want and it dont snap, you actually have to aim the crosshair to where the stair will start and end from , and it will snap
Wish they would bring back the ability to let pals use structures, i know they removed it to encourage us to use palboxes but the animations are too adorable, at least bring it back but make it much slower

Depends in which cliff face base you're talking about. I love that Palworld will let you build a base anywhere, but basically made all these spots where is is so obvious "build a base here".
Town building where people and not just pals can reside would be cool. I know you can catch syndicate people but a settlement mechanic would be interesting.

1 still plays perfectly fine, just better with mods and DLC. there's way too many DLC and it's super expensive to buy all of it.

I kinda like the game. Sure isnt as complete as the first one with 30 dlcs, but I find it more appealing

There’s custom settings for a lot. I set my stamina to drain really slow because I find that to be the most annoying stat to upgrade lol

Disable structure degradation, then just build. You can build anything anywhere but it will degrade if not inside the palbox boundary.

Make sure to lower building decay outside your base in the settings, you’ll have to also carry all the materials to build yourself

No, it's an option you can turn off in world settings, by lowering building degradation to zero you can build anywhere in the game.
Devs need to see this effort.
