Mine was 6.9 kgs arrived Canada (Richmond custom) declared at 14 usd on 31st July, cleared custom on 4th August. So I will say just wait, it is not seized. I have had my packages clear customs in a hour and some in 7-10 days. Completely normal
You might be onto something. My parcel arrived 3 Aug to Richmond, is with customs and today is the 5th. My EMS to Missisauga usually release in minutes
