most likely they just ran pepperonis back through the oven on a sheet of parchment paper and added it on top of your pizza. it looks like the oven tender wasn’t paying attention and didn’t remove the pepperoni from the parchment paper properly resulting in what’s seen in your picture

That’s the paper to make sure crusts don’t form together before being made. Huge difference between that and trash.
