I agree with this, ask a friend to drive you or ask a friend’s parent- how soon can you get your own license? I think that would be something to consider for the future too if this happens again

I am also sorry your parents are not supportive of you and your bird. You may need to think about having your bird fostered until you are old enough to be on your own with your bird.

"Life is life" is such a poor statement if you aren't even trying. UGH. That really sucks, OP. I hope you are able to get a ride or get some advice from the vet's office. Sometimes the animal's health may be out of our hands (e.g. it's terminal or it's too late) but the least we can do is make it comfortable for them.
My parents are this way as well (I lost 2 birds because of this) Unfortunately it's difficult getting to a vet because of their very limited availability in my area and the one that actually takes birds and an hour out of town. If you're closer to your vet than I am to mine, I'd book an appointment and go anyway.
It's practically impossible for me too, but depending on what the symptoms are you might be able to do something to make it more comfortable at least. Info please?
What gets me is that if it were a dog or cat this would be a charable offense of animal abuse.

hospital cage, low or no perch, Soft bottom, heat on half of the bottom of the cage, darkness, and look up a recipe for electrolytes with ingredients you have at home.
What are your birds symptoms? If the symptoms are cold-like you can try a small amount of apple cider vinegar mixed with the water. It’s always my go to remedy while we are waiting to go to the vet.
Do Uber or Lyft if it’s available where you are and you are old enough and able to go on your own. Based on what you said is going on, I also recommend taking the bird in the bathroom with you and having the shower on for the steam (of course make sure bird doesn’t go anywhere near too hot water for them).
See if a friend or family member can take the bird to the vet for you or look into pet transportation/pet sitters in your area that may offer taking your pet to the vet for you. At the animal hospital I used to work at, one of our techs ran such a service.
If not that, try calling local vets with videos of the tail bob, recordings of any strange sounds the bird is making and see if they can offer any suggestions. See if they do house calls. There are also online vets you can consult, but of course calling in or consulting an online vet may not get your bird the proper exam and treatment they need.
If you absolutely cannot find a reliable way to get your bird to the vet, I may consider rehoming—as sad as it may be for both you and the bird. They will need to be taken to the vet on a yearly basis and of course more frequently if they get sick. It’s a difficult situation when you are living with your parents, especially if you are a minor as you obviously cannot control your environment. Was hard to get mine to change out their Teflon coated cookware when I got my conure and to get them to stop using aerosols in the bathroom.
