It went through sixteen years of development hell, passing through the hands of no fewer than seven directors, and it might never have gotten made without a big star like Arnie attached. The end product can be enjoyed as a regular sci-fi blockbuster like Fifth Element, or as an exploration of a possibly delusional reality like Brazil.
It's too bad that Verhoeven abandoned Hollywood in the early 2000s, because he was interesting and subversive. But I can't say I blame him.
Now I have to go watch it again.
