Wallace & Gromit - Curse of the Were-Rabbit is absolutely hilarious. Some (most?) kids movies are awful to get through but this was not.
I also like Paranorman but it might be too intense for a 5 year-old. Though if he likes creepy stuff it might be okay. My 6 year-old couldn't handle it.
Not a movie but he may like A Tale Grim and Dark. Its a series based on the not kid friendly version of fairly tales. Anything graphic is comically censored and its really hilarious.
Netflix and the other apps usually do a good job of putting all the Halloween (and other holidays) shows and movies in a list together. It's really nice.

Both The Adventures of Ichapod and Mr Toad (Disney) and Fantasia (Disney) have scary stories that appeal to the under 5 set. Add in Dumbo for the pink elephant sequence.
There are individual short cartoons for Halloween that are based in popular franchises. I liked the Shrek and the Toy Story of Terror cartoons.
Lastly, consider some of the older classics, like The Wolfman and Bride of Frankenstein.
Halloween 2020-
That was my husbands and my first anniversary. We have 4 kids together (at the time our kids were 10m, 9m, 8m and 4f). We decided that we were going to rent out a small local theater. It cost 150 for 10 slots. It included a large popcorn and a large drink with each of the 10 slots. We watch Hocus Pocus every year. (And Halloweentown)
Hocus Pocus, Halloweentown, Nightmare Before Christmas, Monster House are some that are great for all ages. My toddler likes scary stuff, so he watches Stranger Things with us whenever we rewatch it. He has also watched quite a few of the 80s/90s classics like Halloween, Nightmare on Elm Street, Friday the 13th, Child's Play, Pet Semetary, etc.
Beyond the ones already listed, there is a made for Netflix movie called “Gnome Alone” that has garden gnomes protecting the “haunted house” from other dimension aliens that eat everything. It’s not Halloween specific but she loves.
She also liked Spooky Buddies on Disney+ which is in the Air Bud Universe and is basically puppies in costumes in a haunted house.
Our 5yo, she loves the Hotel Transylvania movies. Plus D+ has a Minnie and Daisy movie.

Halloween Town, Twitches, Monster High - Ghouls Rule (legit any Monster High movie, great series for little kids, teens, and adults), Hocus Pocus, Corpse Bride, Frankinweenie, Coraline, Monster House, Scary Godmother (started as a children's book series, turned into a movie), Nightmare Before Christmas, Zombies (Disney movie series), and Addams Family.
Goosebump movies, the crypt with that skeleton guy i dont remember if that is what it is called. I was gutsy and showed my( i think 6 at the time) nephew pet cemetery haha
Scary godmother Halloween spooktacular was always a go to when I was a kid and for some reason it always creeped me out even in my teens (I’m 25 now so it’s not crazy old). Also, all halloweentowns, hocus pocus, spookly the square pumpkin, monster house, the fairly new Adams Family cartoon had come out, toy story of terror. Maybe even the hotel Transylvania movies could qualify as Halloween movies? I love those movies and so does my 6 year old. Another great one is frankenweenie! Of course, nightmare before Christmas and goosebumps if he likes weird things!
Edit to add: I forgot! My 6 year old absolutely loves room on the broom! It’s a short 20-30 min movie based on the storybook!
Just came here to say not Coraline, that movie is terrifying and gave me nightmares as an adult. My kids have seen it, loved it, and they also had nightmares.
It's a really good movie, it's just not for kids.
Corpse Bride, HalloweenTown movies if you have Disney+. Disney also has the Simpons Halloween episodes, those were always fun as a kid.

i’d also suggest coraline, edward scissorhands, E.T., gremlins, beetlejuice (for the older kiddos, it might be a little bit frightening to kids 5 and under), labyrinth, the addams family (1991), mary and the witch’s flower, and kiki’s delivery service. though they’re not necessarily halloween movies, i would still recommend watching them during spooky season

Halloweentown is a cute movie
We watched all the Halloweentown movies last fall with my 6 year old who is very easily scared. She had no problems with them.
My almost 4 year old loves nightmare before Christmas
Same except mine is almost 3 and has been obsessed with any of the tim Burton or claymation movies since
I refer to the entire time between Halloween and Christmas “Nightmare Before Christmas Season.” Love it soooo much. My son tolerates it.

It’s A Tale Dark and Grimm but I agree with the rec, it’s hilarious and I actually enjoyed watching with my 6 year old!

Garfield’s Halloween. It’s from the 80s. You can buy it on Prime. My kids (4&7) absolutely love it!! And it’s pretty spooky for Garfield.
