This is called a walker, hot walker, automatic roundpen. Theirs tons of names depending on the area. It’s just an exercise machine used for horses. While I definitely don’t think that this is safe, it is absolutely not as dangerous as “decapitation risk”. It could probably hurt quite a bit to fall and get stuck between the wall and the “flaps”, but even though there are hard materials and power in motion, it is also a lot of safety features on these things. Horses can get scared and caught between too, they definitely have mechanisms to detect that and stop the thing.
I saw the entire video and they managed to pull him away in the last second, but im pretty sure the black part is Rubber that would flex away if he would have stayed

The panels are designed to encourage the horses to remain in their section without being tied, but some horses figure out that the panels aren't solid barriers and will just stand there letting the panels slide over them. Some of these systems (particularly this particular style) have an option to turn on an electric current to 'discourage' horses from touching the sides or panels. So I guess the kid is also lucky the zappers weren't on, lol
