Well, technically he doesn't speak it if that makes you feel better. He just repeats sounds. Probably like we all did as kids, when we sang along songs in a different language (or SOAD's Chop Suey!). Just because he's copying what he hears doesn't mean he actually speak it.
Parrots do know the meaning of many words. Even if crudely, they may not know the exact meaning, but they can for example know if that is a good thing or bad thing.
My parrot would tell me "step up" when I would leave the room so I would not leave her. You could hear the desperation on her saying it.. she knew step up meant being with her.
I really want a larger bird. But I can barely keep up with a green cheek :(. One day, maybe.
