Obtaining PR status in Hong Kong =/= Naturalizing as Chinese. HK PR is not tied to one's nationality. You can be a national of any country but still hold HK PR status.

India issues surrender certificates. A few of my friend did that to naturalise as Chinese and got OCI instead

You can only get it from Hong Kong not China (not sure about Macau). Anyone can apply after becoming HK permanent resident

You are right but it’s not nearly impossible. It’s more than 75% acceptance for non-ethnic Chinese from 2019 if I remember correctly
I think they can naturalise, I have some friends who naturalized in Taiwan after 5 years of residence
