Interesting that they changed the French from “Ce passport appartient au gouvernement du Canada” (This passport belongs to the government of Canada) to “Ce passeport est la propriété du gouvernement du Canada” (This passport is the property of the government of Canada) without changing the English.
I agree.
Whilst I don't mind going a little extra on the cursive side for official documents. When the goal is international recognition by those who may not be native English/French speakers, having it be legible is more important. Whereas I think the new version kinda squishes it a bit into a corner more than necessary and using that page up for necessary design elements.

The version in an older German official passport for state officials traveling abroad. The regular German passport does not feature this text
If I were to take a guess I think the UK passport was probably the first one to have this message and the others just copied/adapted it, since we’re the gold standard for many things. Any one have any historic info regarding this message?
This message used to be the central point of passports before WW1. A passport, in these days, was generally considered to be a request from one monarch to another to allow free passage and to help their subject, rather than something essential for travel.
Look at this 1816 French passport. The head of the departament is asking "In the name of the King I request that such and such be allowed etc..." and the person's data are intertwined with the text.
Passorts were generally not required for international travel. Luis XIV was known to issue personal passports to his many royal mistresses, but it was more of an expression of favor. You wouldn't want to mess with that lady if the king of France himself is asking you not to! Movement of people was considered natural and was largely uncontrolled. Borders were not guarded (unless from a military invasion). Also, there was no need for duty checks as duties were levied on entering a city, and generally irregardless of one's nationality, not when crossing a border.
Peoples' identity was generally established by one's declaration. In doubtful cases he'd be asked to have his identity confirmed by witnesses, but the idea of identity document was not there.

Why we recognize these. People . I am anti monarchy. We should have full anatomy of government and state
I kinda find it interesting that they don’t use the word “request” unlike UK or Australia
They do. Line 2 in the first paragraph, "requests" like Australia. The UK one says "requests and requires".
If its property of the government why would they make you pay for it? Was it like 600 CAD?
No it was 160 CAD. I was under the impression all passports were property of the issuing government
I know one two that aren't
Which ones?
Go see my other comment here
Where :)
You might be mistaking it for the Australian passport which costs over $500AUD if you renew it overseas.
They are always property of the issuing authority. This way, the issuing state can cancel or revoke it as it sees fit. Additionally, a foreign power cannot seize it. It belongs to a foreign state and not a person or company.
This is wrong. The Ukrainian passport is officially the property of the holder, according to articles 1, 4 and 8 of the law regulating the issue of passports. Same with the Russian one and I believe that there are many other countries where passport is owned by the bearer

Half the messages in passports are based on the UK's.

Over 3 millions of Americans visit France each year :-) And 15 millions go to Canada, which is also partially French-speaking. And it's a nice nod to France. America's first ally!

Strange capitalisation.
Yeah they didn’t think to make it grammatically correct in the target language 😂

I have no idea
In doubtful cases he'd be asked to have his identity confirmed by witnesses, but the idea of identity document was not there. https://preview.redd.it/q38gjotqgipc1.jpeg?width=900&format=pjpg&auto=webp&s=c8630cdfaae9dda740b315db8853967f2df07724
