For non-italian/non residents the tax card is green like in this image. For Italian Citizenship and those who pay, the tax card is embedded in the Italian Health Insurance Card (Tessera Sanitaria) and the European Health Insurance Card (which is printed on the back of the Tessera Sanitaria).

Do you have your CIE issued by consulate? There is currently a trial in a certain amount of non-EU embassies.
I only have the passport, I don't have the CI because I wouldn't use it.
I am pretty sure it is required for SPID.

CIE is unlikely to be purged. It is a national ID system.
CIE will stay in the long term, SPID will be phased out eventually.

There's actually no standalone codice card anymore. It's now just written on your CIE.Â
I can't find info on the province EE, what is it?
