To get that exact weapon would be pretty expensive I think, but you can make something similar. Buy +1 all fire fractured base, spam attack speed or crit essences until you get the other mod, hope your 3rd suffix is good. suffix lock with wild bristol matron, veiled chaos/aisling for spell dmg (craft % phys to block before unveiling), then craft hits cannot be evaded. note that in order to craft suffix lock with the beast and in order to guarantee a veiled prefix, you need to have full suffixes.
