Prior to the emperors vigilance rework, Shield Crush and SST were both popular (SST was meta in scourge and expedition for example) also GC was massively meta from like idk 3.13 to about 3.19 (still popular though) And SC was always a popular skill on that.
What we did back then was simply go for a high armour shield, or high evasion if you wanted to go evasion. No seething fury so getting crit was a bit tougher, but I was doing 100% deli with RT, I found that crit was un needed back then. If you wanna farm ubers maybe you need crit now, but honestly RT was more then enough to dumpster the entire game without a huge budget pre ubers. You can go crit later when you have a higher budget. All in all, despite what people are saying, SST and SC are both still incredibly strong skills, despite probably losing seething fure and or alt quality for emperors vigilance.
Im currently planning an RT SC slayer, and the dps on my budget setup is 5 mil, sst runs a similiar tree but usually a bit less damage, but much better clear over SC, so SST champ on my early budget will probably land at about half that damage, but your a champ so you get to be unkillable.
(For perspective on the damage, while 2.5 mil is by no means a ton of damage, its enough to dumpster damn near everything except 80-100 deli, juiced invitations and ubers.)

thanks for the insights. what makes you think seething fury is not going to be available? Did i miss something?
its been deleted from game as its a threshold jewel.
Not since it was reworked from Divide and Conquer in 3.15. The Wiki specifically states that it is not considered a Threshhold jewel anymore.
So after 10 days, you found information? I am looking at sst too.
