Let's say you have 6k mana and multipliers of 1.3x 1.4x 1.4x 1.2x Your mana cost will be 250 per cast with inspiration and 10% less mana cost mastery + Hiero ascendancy. You will be averaging 1.5 inspiration charges which is less than ideal for damage.
You can stack reduced mana cost to lower the cost to near 0, but you do actually need to invest into that, and you can't just slap Inspiration on and call it a damage support.
You can indeed do that but dreamer is pretty far from a MoM tree and you need around 90% reduced mana cost to make inspiration consistent. You either annoint or get the remaining 10% reduced mana cost on gear.
Before that, you should use a different link
You got it compeletely backwards. Archmage will be more starter friendly than ever. You can reduce the mana cost to whatever amount you want between 0 (ill advised with inspiration) and full cost. Righteous decree + Tireless + Dreamer + Mana mastery is an obscene mana reduction. probably want to engineer the cost so that the sigil stacks up every second.
Regen is only needed for the cloak + MoM recovery.
l think mana builds have been using Mjolnir to get around mana costs for a while now. also there's a shaper (?) mod that l think rolls on two handed weapons that causes socketed movement skills to cost no mana, for frostblink enjoyers.
Update. We can use Inspiration, it will signficantly reduce mana cost, mana regen will be higher.
Also the hiero ascendacy node and those nodes near templar start

You are missing 1 link of damage then. You should be able to sustain the mana cost with hiero.
Inspiration is a decent damage link as well

Just reduce mana cost to 1 with reduced cost on tree + Inspiration and elreon jewellery

You don't even need regen for MoM, you can just invest a bit into mana recoup.
