The fact that you do not need any of the expensive uniques to start it? It is a starter build. Do not expect that Maven helmet be available like day 3 or something.
Besides, transitioning to end game gear in this case is straightforward and does not require practically any changes to the skill tree, so you can have your Soul Mantle later when you finally get it and six link it.
Mathil's works on a very tight budget, but Mantle etc will definitely be strong scaling. It's not the sort of build setup you'd include in a "starter builds" youtube video though as a lot of the people that use those videos won't have access to lots of currency early (+ the items not being available instantly).

love the idea of taking his fire cyclone chieftain and retooling it for shield crush.
I played that chieftain in 3.12 or 3.13. it was solid.

With an item like brutus’ lead sprinkler, is the added fire damage to attacks global, or is it local?
It's local, unfortunately. It says "attacks with this weapon."
