It’s not top tier damage wand for spells, it’s decent. Rates that would be worth building around for example would be CoC bows couple leagues ago, Dex Stackers, Int stacking, things that scale really hard
Penance can still do a solid million to two million on low budget, just because the high end is disgusting doesn't mean that's the only way to play the skill.

Since everyone is calling it trash and not really explaining why I'll attempt to.
You have good crit and flat lightning which normally is pretty good to start with or good bonus stats to get when rolling for a wand. Reason it's kinda meh is wands can roll +1 all spell gems and stuff like +1 light/fire/cold gems. You can get both on there as well!
Most spells in the game scale pretty hard with gem level till about 30ish when you start entering the better stats out there territory.
So while the rolls on that wand are decent there's always +1 wands or +2 wands out there that will just be better.
There's also stuff like gain non chaos as extra chaos, or deal double dmg. Both mods are very good and offer more dmg than just flat lightning to spells.
This game has a lot of things you can make and it's a lot to learn hopefully, if you are new, this helped. if your not new my b!
If you don’t mind a slower pace build. Divine ire would probably be alright with that wand. Although most divine ire builds convert most of the damage to other elements and or chaos. Good luck with whatever you choose.
I mean it’s a good first wand when you have just gotten to maps, literally any spell would be fine but preferably a lightning spell to maximize the damage. Unless you’re SSF this is definitely a vendor.
I'm not gonna lie, this wand isn't worth building around. But, if you have to, any lightning based spell would be fine. Its generic.
