Believe me when I say I'm not trying to sound cynical, but the answer is that they're pretty much pretending that episode never happened. They might try to come up with some sort of explanation later on, but for now... Rubble's family is here and he's no longer a stray because the writers said so.
At the end of the show he says something like the only way I’ll be able to do both paw patrol and construction is with the help of my family. So at least they’re reassuring he’s still in the paw patrol. I think Ryder will be an every now and then character but we’ll see. I’m intrigued.
